CI does not use browser login. Store an Actera admin API key in your CI secret manager and expose it as `ACTERA_API_KEY`.

  pull_request:
  push:

  sync:
    runs-on: ubuntu-latest
    steps:
      - uses: actions/checkout@v4
      - uses: actera-tech/actera@v1
        with:
          api-key: ${{ secrets.ACTERA_API_KEY }}
          discovery-url: https://api.example.com/api/actera-api-routes
          base-url: https://api.example.com
          github-token: ${{ github.token }}
          dry-run: ${{ github.event_name == 'pull_request' }}
```

Pull-request runs are previews. After merge, the workflow saves reviewable changes to Actera, but it never enables a tool automatically. A workspace administrator still reviews and approves every candidate.
